Preheat your oven to 350°F (175°C) and line two baking sheets with parchment paper.

    In a medium bowl, whisk together the flour, baking soda, baking powder, salt, and cocoa powder; set aside.

      In a large mixing bowl, cream together the softened butter and granulated sugar until light and fluffy, about 3 minutes.

        Beat in the eggs one at a time, then stir in the vanilla extract and red food coloring until well combined.

          Gradually add the dry ingredient mixture to the wet ingredients, mixing just until incorporated. Avoid overmixing.

            Gently fold in the white chocolate chips until evenly distributed throughout the dough.

              Using a cookie scoop or your hands, form the dough into bear shapes (or traditional round cookies if you prefer) and place them onto the prepared baking sheets, leaving some space between each cookie.

                Add mini marshmallows on top of each cookie to resemble bear paws.

                  Bake the cookies for 10-12 minutes, or until edges are set. They may look slightly underbaked in the center, which will give them a soft texture.

                    Allow the cookies to cool on the baking sheets for 5 minutes before transferring them to a wire rack to cool completely.
